Philadelphia Parking Authority Phone Number, Contact Address, Customer Service

I was given a ticket of 301. 00 for parking in a handicap area. The area had two small circles that indicated no parking with a large poster above stating three hour parking. The area was in a high traveled area where parking is a luxury. With that being said there were no blue lines on the curve, no blue coloring on the pole to indicate handicap parking everything blended in to distract the person from the small blue circles in place for the handicap. I feel this was a psychological distraction and unfair to the driver. I do not illegally park on purpose. Can I get a hearing on this matter? I believe the city can afford some blue paint to increase the drivers awareness of no parking in a high traveled area so that it doesn't appear as though the city is taking advantage of the people that travel through their fair city.
